Was Landlord of the Stag in Walmer from 1858 until his son, John Thomas Mackins took over in 1871. John remained as Landlord until 1882 when he was sentenced and jailed for bribery.
Not clear why James wasn’t called to testify as to his part in the election. He is listed as a bribee in the Index. Possible he paid those who testified on behalf of his son.
