Aged 45 at the time of the election, James was born in Deal in early 1835 to Robert Bowbyes and Margaret Brown Spears (m. 20th Feb 1827).

He married Lucy Sarah Wyborn (d. 9 Jun 1909) in 1859.

The 1871, 1881, & 1891 censuses show him living at the same address.
