One of the Liberal Association, the Bold 42. Brother of John and Henry Bayley who were at sea.

His address was transcribed in the source document as 36 Middle Street but the census lists a James Bayley at 26 Middle Street whose year of birth is the same as John so possibly twins.

26 Middle Street no longer exists as it was demolished after the Second World War. It would have been situated in what is now Middle Street Car Park, close to the former Royal Leisure Centre on King Street. See photos for location.
