Born in 1833/4 to Charles and Ellen Bishop in Harbledown, Bishop was married to Harriet E. The 1861 census shows him as an agricultural labourer living at The Mint (Extra Parochial), Harbledown, Bridge. The 1881 census lists 7 children: Charles (16), Edith (14), Alice (12), Frank (10), Herbert (8), William (6), Oliver (2).
